House Approves $6 Billion for Home Energy Retrofits

On May 5, the House passed the Home Star Energy Retrofit Act of 2010, which would provide $6 billion in rebates to homeowners who make energy-efficient upgrades to their homes.

The Home Star program has two tracks: Silver Star, which offers homeowners upfront rebates (up to $1,500 per purchase, capped at $3,000) for installing energy-efficient products such as windows, doors, insulation and heating systems; and Gold Star, which offers up to $3,000 to homeowners who conduct whole-house energy audits and make changes that reduce their energy use by 20 percent. Homeowners can be reimbursed up to $8,000 for making additional energy-saving retrofits.

The Home Star Energy Retrofit bill received bipartisan support as well as support from big and small business—including the U.S. Chamber of Commerce and the National Association of Manufacturers. The coalition supporting the bill expects a Senate vote and President Obama’s signature by Memorial Day.
